We have seen discussion of "The Individual Mandate" as part of the slowly implementing "Obama Care".

The Swiss do this right--mandated military service, discharge from which comes with the compulsion to keep and maintain your weapon, and practice with it every year. There's a reason nobody ever invades. Their marksmanship scores are tops in the world (at twice the distance anyone else even bothers to test at). Their gun crime stats are remarkably low.
